GoSeek App capable of uploading?

I received a reply from an empty share warning from an user who essentially said he was a leech and can't share anything because he was using a smartphone with GoSeek. Is that really the case or was he just pulling my leg? According to the GoSeek page, the app is capable of uploading.
The rules page states: "Alternative clients for platforms other than Microsoft(r) Windows(r) that implement the full range of features of the SoulseekĀ®. Network (including chat, search, wishlist, download, upload, and respect / recognition of privileges) are tolerated." How strictly is this enforced? Are there any third party clients or mobile apps which aren't capable of sharing and uploading? I would imagine this Android app is pretty popular.

From what I have read today, you can't specify another folder (such as a micro sd) in GoSeek. It just shares the incoming folder. I guess that's better than nothing, but maybe it explains why there are so many leeches on the program. Maybe there could be a user option to detect the client and block any GoSeek users?
