Configure User Groups

Hi,

My system is Windows 8.1 PRO 32 bits
I Use SuolseekQT-2013-11-20.exe

When trying to delete a group by choice: "Configure User Groups"
He says the program has stopped responding. And the program closes.

I installed 2 times from scratch, and the problem continues.

What will be the cause of the problem?
