I'm not too sure on how to do this. Any help?

You mean uploading to a user? Make sure you both have the proper settings enabled to allow uploads, then it should work. If you mean uploading i.e. "sharing" files, just click on the file sharing tab and select a share folder. Have fun! :)

When I share files, should it show up in the uploading tab? And can I set how many uploads someone needs to download my files?

Only if someone is actually downloading from you at that time (i.e. you are uploading to them). Otherwise no, your upload queue is not going to always display shared files.
