Max upload time per user

I noticed the new 'Limit maximum megabytes of queued uploads per user' setting which is great. I have problems with users with very slow download speed as they block my download queue for hours. For users with a great download speed I dont have problems if they want to download a little bit more so I wonder if it would be possible to make a setting like 'Limit max upload time per user/session' so I could give everyone, for exemple, 1 hour download time ?
