When this option is enabled, does not "retry" for downloads with the status "denied". I often see when half of the downloads from me become red (this happens often) but only after disabling this mode, they again become active.

I may be missing something, but that's how finish uploads and quit works. It finishes the current uploads but doesn't allow starting new ones.

No new uploads. Often there is a problem with download and the current status of the download appears "denied", and people can not fully download the album. If the option is turn off is not problem.
