Increase separation of upload slots input from speed limit inputs

On uploads screen, please move or otherwise better separate the upload slots input from the upload speed limit inputs. Right now it looks like the slot limit depends on the state of the checkbox, instead of always being in effect.

I understand what you're saying. I think i'll lay out the options there in this order: upload slots, limit upload speed, clear complete/aborted. That should make it clearer.
